CALL TO ORDER: Andrew Hicks (AH), Dave Clark (DC), and Mike Ornee (MO) were present. Dean Pananides (DP) had resigned as a Director/Treasurer/Officer of JSRHOA effective April 20, 2026 and attended the meeting to present his final Treasurer’s Report.  Andrew Hicks called the meeting to order at 6:30P. 

 

VERIFICATION THAT PREVIOUS MONTH’S MINUTES WERE REVIEWED, APPROVED, AND DISTRIBUTED ELECTRONICALLY.  The board did verify.

 

Meeting summary

 

The board meeting covered updates from both the HOA and Bobcat Springs Mutual Water Company. Dean announced his resignation from both boards after many years of service, and Randal Hernandez has agreed to join the board starting next month. The HOA treasurer's report (below) revealed some past-due accounts, with one lot agreeing to a payment plan. The Firewise Committee (report below) provided an update on chipping operations and neighborhood wildfire protection planning, with free home evaluations scheduled to begin. Kaileen Ryan was introduced as the new ARC committee chair, working to update guidelines and address questions about fence regulations. The board also discussed website improvements, with plans to send out a questionnaire to residents about design and functionality. The conversation ended with thanks to Dean for his service and the scheduling of the next meeting for May 20th.

    Final Treasurer’s report, submitted to Board of JSR, dated April 29, 2026:

  

Jonata Springs Ranch Homeowners Association (JSRHOA):

  1. Effective April 20, 2026, Dean Pananides has resigned as a Director/Treasurer/Officer of JSRHOA. The Board to immediately cancel all check writing authority for both entities with US Bank, American Riviera Bank, and Johnson & Johnson Accounting.
  2. Andrew Hicks is working on implementing a payment plan for properties that are consistently delinquent in dues. Please contact him for on-going status.
  3. The Board has approved the Roads Committee request for $66,280, which is within the Reserve Study funding limits.
  4. The Fire Committee will begin the chipping program for 2026. This program is being financed by Santa Barbara County FireSafe Council at no cost to the Association.

JSR FireWise Committee Report for April 2026

1.     Neighborhood Wildfire Protection Plan (NWPP):

-              Scheduling of the two parcel-level reviews – a Home Evaluation and a Property Risk Assessment – have begun for this important part of the NWPP.

-              Every member is encouraged to participate as it will be beneficial for them personally to learn additional ways to protect themselves, family members, pets and other animals, structures, assets, etc -- and it will strengthen the overall effectiveness of the NWPP for the whole community, helping us to prepare for events like emergency evacuations as well as focusing efforts to preserve the abundant flora and fauna that we all treasure in the Ranch. -              Rob Hazard will be overseeing two well-trained employees of SBC Fire Safe Council (SBCFSC), Gustavo Agredano and Ethan Turpin, in the structural review portion of the process, and he will personally be walking each participating member’s lot for further review, to provide recommendations for any additional clearing or changes that may be beneficial in protecting the parcel and the community at large. All recommendations made during these reviews are optional for JSR members to accomplish on their own.

-              At some point during the process of refining the NWPP, Rob will also be walking the trail system and driving around the ranch to review the road system to gather additional data for the NWPP.

2.     Spring Chipping and Roll-off Container Project:

-              The roll-off container was delivered today (4/28) and chipping will start this coming Monday, 5/4. Chipping will continue the week of 5/11 and the roll-off will stay in the Ranch at least until the end of chipping on 5/15. Both projects are available to the full membership; we are hopeful that everyone will participate.

-              It’s time for all members to appropriately clear 10’ road setbacks and all other areas of defensible space on JSR parcels; this is a year-round responsibility because fire season is 24/7/365 in CA.

-              Brian Olesen has once again kindly agreed to allow the use of the setback on the Bluebird side of his lot to be used for the roll-off location (just below intersection with Cougar Ridge). Thank you, Brian! And additional thanks to Jeanette Webber and Barbara Howard for agreeing to the extra activity this creates near their lot.

-              Project is being grant-funded by SBCFSC again this year based on JSR’s FireWise Community status
